Selling an off-plan Dubai apartment before handover

An investor who bought a two-bedroom, 1,100 square foot apartment at Terra Gardens in Expo City for AED 2,237,000 is weighing a sale before handover, according to an advisory case covered by The National. Completion is scheduled around 2030.

The buyer has paid 20 per cent of the price plus the 4 per cent Dubai Land Department fee, which cannot be recovered on resale. Most developers require between 30 per cent and 50 per cent to be paid before issuing a No Objection Certificate for resale. Broker commissions and administrative charges would add to the cost of selling.

The unit was bought in February at roughly AED 2,030 per square foot. By late 2026, comparable two-bedroom units in the development were marketed at AED 2,100 to AED 2,200 per square foot, and secondary asking prices ranged between AED 2,090,000 and AED 2,500,000.
