Dubai sets building safety certificate validity: 10 years, 5 years and a 90 day renewal window

Dubai Municipality issued Circular 11-9-1 on 5 October 2026. It sets how long a Building Quality and Safety Certificate stays valid. A building aged 20 to under 40 years gets 10 years. A building aged 40 or older gets 5 years. Renewal requests must be filed within the last 90 days before expiry, and the period is counted from the date on the completion certificate.

The certificate is required under Law No. 3 of 2026, issued on 10 March 2026. It applies to buildings completed 20 years ago or more, including those in private development zones and free zones such as the DIFC. Owners, contractors and engineering offices have one year from the law's effective date to comply, and the Chairman of the Executive Council can extend that. Multi storey buildings over 40 years old will be handled first.

Fines run from AED 100 to AED 1,000,000, rising to AED 2,000,000 for a repeat within two years. The Municipality can also suspend building permits, freeze Dubai Land Department transactions and stop lease certification.
