Dubai publishes its shared housing rulebook: 44 approved areas, 5 sq m per person and a deadline of 8 September 2027

Dubai Municipality issued its Planning and Building Requirements Guide for Shared Housing and Permitted Areas on 7 October 2026. It puts Law No. 4 of 2026 into measurable terms. The law took effect on 8 September 2026.

Areas: More than 44 areas are approved, including Al Souq Al Kabeer, Al Ras, Al Muraqqabat, Al Rigga, Al Warqa 1 and Al Barsha 1. The Municipality says more will be added later.

Standards: Bedrooms must give at least 5 square metres per occupant, with one complete bathroom for every 4 residents. A unit is for families or for individuals, not both. Families get their own bedrooms with en-suite bathrooms. Shared kitchens, sanitary facilities, dining areas, recreation space and laundry must meet the Dubai Building Code.

Permits: No unit can be allocated to shared housing without a permit. Applications go through the Build in Dubai platform, and compliance is checked against Dubai Civil Defence and SIRA requirements.

Deadline: Owners and management companies have until 8 September 2027 to bring existing buildings into line.
