KHDA's 4 compliance handbooks: new building and safety rules for Dubai schools, nurseries and training institutes

KHDA published 4 compliance handbooks on 17 September 2026, one each for nurseries, private schools, universities and training institutes, under its Flexible Regulation Framework as part of Dubai's Education 33 strategy. Each handbook covers permits, staffing, teaching programmes, pupil rights, inclusive education, health and safety, emergency readiness and building conditions, with a self-assessment checklist for operators. KHDA's compliance teams made 1,026 field visits to private education providers over the past year, about 86 a month.
The school handbook sets building specific rules: kindergarten and Grade 1 classrooms must be on the ground floor, at least 30 per cent of outdoor play space must be shaded, electrical sockets must be covered, and pools must meet Dubai Municipality specifications and the Dubai Building Code. Nursery rules cover padded play flooring, fencing, first-aid kits, pool cleaning every 6 months, science lab safety equipment, and RTA-licensed school buses with designated pick-up and drop-off zones.
