Dubai opens a construction technology sandbox: what regulated pilots mean for off-plan handover dates

Dubai Municipality and Dubai Future Foundation signed a cooperation agreement on 24 September 2026 to bring new construction methods into Sandbox Dubai. The signing closed the first Future of Construction Legathon at Emirates Towers.
The two bodies will design experimental use cases together and fix the objectives, success indicators and evaluation criteria before anything is built. Results will feed back as evidence for later policy changes. Dubai Municipality coordinates its technical departments and sets the assessment requirements. Dubai Future Foundation handles coordination and documentation on the Sandbox Dubai platform. The agreement also covers workshops, training and a route for start-ups, scale-ups and foreign suppliers to demonstrate methods to the people who issue permits. The first group is Smart Built Environment.
Maryam Al Muhairi, CEO of the Buildings Regulation and Permits Agency at Dubai Municipality, said governance standards stay where they are.
The agreement changes nothing for towers due for handover next year. On 9 September 2026 the Municipality signed a separate agreement with Singapore's BCA International on modular and green building.
