Dubai Municipality's Greenery and Plantation Manual 2026: one landscaping rulebook from the coast to Hatta

Dubai Municipality published its Greenery and Plantation Manual 2026 on 3 September 2026. The manual sets unified standards for planning, designing, building, irrigating and maintaining parks, green corridors, planted streets and open space across the emirate, from the coastline to Hatta.
It is aimed at planners, landscape designers, infrastructure engineers and irrigation specialists in the public and private sectors.
The guidance covers 4 geographical settings: coastal, urban, desert and rural, and mountainous. It also defines 5 character zones: the historic core, mixed-use urban districts, national housing communities, industrial areas, and rural areas including Hatta.
Technical chapters cover sustainable irrigation, water-efficient design, surface water management, maintenance standards and native and adaptive plant species.
The manual supports the Dubai Parks and Greenery Strategy 2040 and sits under the Dubai 2040 Urban Master Plan. Nasser Abushahab, CEO of the Public Facilities Agency Planning and Governance Sector at Dubai Municipality, described greenery as part of urban infrastructure rather than decoration.
