Dubai Municipality puts villa building permits on AI: approvals in minutes under a 26 week rollout

Dubai Municipality said on 9 August 2026 that it is developing an artificial intelligence system to review and approve villa building permits without a human reviewer at the Building Regulation and Permits Agency signing off. The municipality states the change moves approval times from days to minutes.
The system checks plot planning requirements, architectural drawings against the Dubai Building Code, mechanical, electrical and plumbing design, structural safety, and consistency between drawings and supporting documents. It also generates the building card data automatically.
Rollout details
The rollout is set over 26 weeks in 3 phases: building and testing the system, a pilot with selected engineering consultancy firms, then full rollout through the Build in Dubai platform. No start date has been announced.
The system applies only to private and investment villa applications. Towers, warehouses and buildings with complex fire strategies remain with human reviewers.
Eng. Mariam Al Muhairi, who heads the Building Regulation and Permits Agency, described the project as a redesign of the service rather than a speeding up of the existing process.
