Dubai Municipality's Buildings Regulation and Permits Agency published the Existing Buildings Greening Guide on 16 September 2026. The guide targets owners, operators, consultants, engineers and investors of buildings already standing in the city, and is available through the municipality's website.

It sets out retrofit measures to cut energy and water use, reduce carbon emissions and operational waste, and improve indoor air quality and comfort. Each measure is meant to be assessed for economic feasibility, so owners can choose upgrades that pay back rather than pursuing certification alone.

Eng. Maryam Obaid Al Muhairi, chief executive of the Buildings Regulation and Permits Agency, said the guide offers a practical path to lower energy and water use, lower emissions, lower operating and maintenance costs, and better indoor conditions, linking it to the emirate's broader sustainable urban growth plans.

The guide is not a new permit requirement. It follows Law No. 3 of 2026, which already requires every building in the emirate to hold a quality and safety certificate, with fines for those that do not.
