Dubai Land Department launches Initial Registration: off-plan projects, sales and escrow on one AI platform

Dubai Land Department launched Initial Registration on 3 September 2026, a single system for registering off-plan projects, recording unit sales and managing escrow. It replaces separate dealings with the Land Department, the escrow bank and repeat filings for each unit sold. The launch was held at Grand Hyatt Dubai, attended by DLD's acting Director General.
The platform uses artificial intelligence to read Emirates IDs, passports and sales contracts and fill in the fields automatically. Transactions that already meet the rules are approved automatically on submission. A view called Project 360 shows unit status, escrow account data, financial figures and early warning indicators on one page. One account can hold several companies, with permissions set per user.
Eng. Abdullah Ahmed Al Shehi, chief executive of RERA at DLD, described it as an investment in the sector's efficiency. DLD ties it to the Dubai Real Estate Strategy 2033 and to a target of running 50 per cent of government work through autonomous AI models within 2 years.
