Dubai Holding signs AED 5 billion contract: new HQ by 2029, 754 Jumeirah Residences Emirates Towers homes by 2030

Dubai Holding awarded a construction contract worth AED 5 billion to China State Construction Engineering Corporation Middle East (CSCEC ME) on 9 September 2026, the largest single building contract in the group's history. The deal covers two projects: a new group headquarters and Jumeirah Residences Emirates Towers.
Sheikh Ahmed bin Saeed Al Maktoum, chairman of Dubai Holding, witnessed the signing, alongside Mohamed bin Hadi Al Hussaini, UAE Minister of State for Financial Affairs, and Ou Boqian, China's consul general in Dubai. Amit Kaushal, group chief executive of Dubai Holding, signed with Tian Sanchuan, chairman of CSCEC ME.
The two projects
The headquarters, designed by Skidmore, Owings and Merrill with a circular plan and a central atrium, is due in 2029 next to Emirates Towers. The residences, designed by SCDA Architects and operated under the Jumeirah brand, will hold 754 branded homes across 2 towers, due in 2030.
CSCEC ME has operated in the UAE since 2003 and has completed more than 110 projects in the Gulf. Dubai Holding says its businesses support about 30 per cent of Dubai's GDP.
