Dubai AI Building Permits: Municipality System Will Approve Villa Licences in Minutes, No Human Review Needed

Dubai Municipality announced on 9 August 2026 that it is building an AI system to approve villa building permits without human review in standard cases. The system will apply to private and investment villa applications filed through the Build in Dubai platform, with decisions issued in minutes instead of days.
The AI agent reads submitted drawings and files, then checks compliance with the Dubai Building Code, reviews mechanical, electrical and plumbing plans, verifies structural safety requirements, and cross checks data across all documents in the file. Applications that pass every check get an automatic permit and building card. Flagged applications go to a human engineer.
Rollout
The rollout runs over 26 weeks in three phases: developing and testing the AI agent, a pilot with selected engineering consultancies, and a full opening to all private and investment villa permit applications. Eng. Mariam Al Muhairi, chief executive of the Building Regulation and Permits Agency at Dubai Municipality, linked the project to the D33 economic agenda. Dubai issued 10,776 building permits in the first quarter of 2026.
