Dubai Municipality Restructures 20 Services: Drainage and Historic Area Permits Fold Into the Building Licence, Environment Approvals Move to a New Authority

Dubai Municipality has restructured 20 services under the emirate's Services 360 policy, announced on 20 August. Several approvals fold into the building licence, others are retired, and a block of environmental permits moves to the new Dubai Environment and Climate Change Authority.

Thirteen services were reworked. Four construction related permits, drainage connection changes, inspection chamber levels, and historic district maintenance and interior design approvals, now sit inside building licensing. Completion certificates without sign off merge into the main certificate service, and advertising structure permits join the modification service. Four services disappear entirely, including technical reports and structural assessments.

Environmental permits relocate

Seven services, including well drilling permits, industrial and development environmental approvals, and marine data requests, move to the new authority. That shift matters most for the environmental permit for development and infrastructure projects, a step contractors used to clear inside the municipality. Fewer standalone permits should mean steadier delivery schedules for projects handing over through 2028.

Dubai Luxury Home Sales Hit a Record: 296 Homes Above $10 Million Sold in H1 2026, Led by Dubai Hills Estate and Palm Jumeirah

Dubai's prime market has never opened a year this strongly. Knight Frank counted 296 sales above 10 million dollars in the first half of 2026, worth 5.1 billion dollars and up 16 percent on 2025, the busiest first half on record. The second quarter alone logged 26 deals above 25 million dollars. Where the money went Dubai Hills Estate led with 51 sales, just ahead of Palm Jumeirah on 50 and Palm Jebel Ali on 40, whose villas will not complete before 2028. The trophies included a 114.9 million dollar apartment at Aman Residences and a 152.5 million dollar plot on Naia Island. Yet the wider market cooled, with sales down around 14 percent. UAE Tenant Screening Goes Live: Dubai Landlords Can Now Check a Renter's Credit Score Through UAE PASS

Private landlords in the UAE can now check a prospective tenant's credit history before signing a lease. Etihad Credit Bureau has launched a Tenant Screening service that sends an applicant's credit score directly to a landlord's phone, once the tenant approves the release through UAE PASS. The tool, built with UAE digital government partners, was previewed at GITEX and is now live in the bureau's app, extending a check once reserved for banks to individual landlords. How it works Landlords enter the applicant's Emirates ID in the app and pay a fee via Apple Pay or Google Pay. The tenant is notified in UAE PASS and can approve or reject. No consent means no data, and refused or expired requests are refunded. Approved requests return a single score, not the full credit file, summarising repayment behaviour rather than income.
